My mower is a registered Rover with a walker 4hp Briggs & Stratton qauntum engine, the mower started as a dream, but it only works at high speed and inactivity, not completed, can someone help me with an answer to this question had also been proposed a feather in his new Governor

I assume that your lawn mower has a throttle cable. It is likely that the shielding of the cable from its "fasteners and adjustment of the throttle cable had been removed to keep the carburetor open. All you have to do is remove all the cables and see if the carburetor throttle valve is closed. If you the feeling that the cable is present, tighten the fasteners to secure the cable housing. It may take a few attempts before finding the best location for the cable housing, but it's an easy job.
